BIOGRAPHY
Cecelia has served Oakley since December 2003 in a variety of capacities. Her latest assignment as the Economic Development Coordinator has further broadened her knowledge of municipal operations and combines her passion for business and public service. Cecelia is also the City’s Human Resources Administrator. She holds a Bachelors of Science in Business Administration from the California State University East Bay. Outside of work, Cecelia enjoys spending time with her family and is an avid San Francisco Giants fan.
DEPARTMENT RESPONSIBILITIES
Economic Development was deemed as one of the City Council’s highest priorities during this year’s Strategic Planning session; with specific emphasis on:

Revitalization of the Main Street/Downtown area

Facilitation of commercial development projects
-
Attraction of retailers for the Empire/Neroly commercial center
-
Attraction of retailers for the Laurel Plaza commercial center
-
Participation in trade shows and conferences such as the International Council of Shopping Centers (ICSC) and other activities to promote the City of Oakley's commercial and retail sites.
GOALS
The Economic Development goals and objectives as outlined in the City’s General Plan include:

Retain existing businesses and expand Oakley's economic base

Establish a diverse and balanced local economy

Remove or reduce constraints to economc development

Ecourage local financial participation in the community as a means of facilitating economic development
