Paul Abelson joined the City Staff in September of 2005, after having spent 16 years working with Contra Costa County. He holds a Bachelor's degree in Economics, majoring in Accounting, from the Wharton School at the University of Pennsylvania. Paul is a Certified Public Accountant (CPA), Certified Management Accountant (CMA), and Certified Government Financial Manager (CGFM) with more than 20 years of experience in goverment finance.
The Finance Department is responsible for performing the following functions in accordance with City policies:
- Accounting and Financial Reporting
- Treasury and Investment Management
- Budget Development and Management
- Financial Planning and Analysis
- Debt Management
- Business License Administration
- Billing and Collection
- Risk Management
- Information Technology
The Finance Department provides support services citywide with the goal of intelligent and prudent financial management.
