NOTICE IS HEREBY GIVEN that the Oakley City Council will hold a Special Meeting beginning at 6:30 p.m. on Monday, June 30, 2014. The Meeting will be held at the Oakley City Council Chambers, 3231 Main Street, Oakley, California. No other business than the following agenda will be conducted.

AGENDA:

 1.0 OPENING MATTERS

 1.1   Call to Order and Roll Call of the Oakley City Council Acting as the  Successor Agency to the Oakley Redevelopment Agency

1.2   Pledge of Allegiance to the Flag

1.3   Proclamation Designating July as Parks and Recreation Month in the City of Oakley (Lindsey Bruno, Recreation Manager)

2.0 PUBLIC COMMENTS

At this time, the public is permitted to address the Oakley City Council on non-agendized items. PUBLIC COMMENTS ARE LIMITED TO THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Oakley City Council may respond to statements made or questions asked or may request Staff to report back at a future meeting on the matter. The exceptions under which the Oakley City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code §54954.2(b)(1)(2)(3). Members of the public should submit any Speaker Cards for Public Comments in advance of the Mayor calling for Public Comments.

3.1 Adopt a Resolution of Support for the James Donlon Boulevard Extension Project (Bryan Montgomery, City Manager)

3.2    Adopt a Resolution Approving an Agreement with Bear Electrical Solutions Inc. for the Construction of Capital Improvement Project 155-Traffic Safety Improvement Project (Kevin Rohani, Public Works Director/City Engineer) 

3.3    Adopt a Resolution Approving the 2014-2015 Compensation and Benefits Program and Approving New Employee Position Classifications and Associated Salary Ranges (Nancy Marquez, Assistant to the City Manager/HR Manager)

4.0 REGULAR CALENDAR 

Oakley City Council:

4.1     Adopt a Resolution Accepting the Bid from Glenn and Robin Moffatt (Eastbay Workwear) to Purchase a Portion of the Undeveloped Real Property Located at 1530-1580 Neroly Road, also known as Parcel 2 within the Neroly Commercial Center (Dwayne Dalman, Economic Development Manager) 

4.2     Approve a Resolution Adopting the FY 2014-2015 Recommended Budget, Statement of Financial Policies, Appropriations Limit and 5 Year Capital Improvement Program (CIP) for Fiscal Years 2014-2015 through 2018-2019 and Making Findings Related Thereto (Paul Abelson, Finance Director)
